Train Station Without A Train?

The E & N Train Station on Selby Street is undergoing renovations after being the site of arson some time ago. It does not seem to be progressing too rapidly which may mean it is just at that stage of construction where there is still a lot happening, but it is just not visible. For example much work may be progressing inside, which is not visible outside.

Another reason construction sometimes seems to slow down is different financing phases where construction either slows right down, or completely stops waiting for financing to come through.

The fact that right now there will not be any passenger trains stopping here until major repairs are done on the aging rail line removes any urgency to complete the project. Of course part of the renovated space is planned to be another bar / pub operation in the tax exempt building which is a part of Nanaimo's history.

My memory could be faulty, but I seem to remember something in ancient history about the railway company being bound to maintain the track forever in consideration of the massive amounts of prime land they were given. Whatever, happened to that agreement?
