City Council Jan. 14, 2013

Full Agenda For Council Meeting Jan. 14
Lots Of Important Issues

Financial Plan 2013 - 2017
Property Taxes Up 23%
User Fees Up 17%
Service Level Increase 0%

OPEN MEETINGS BEST PRACTICES: Ms Kim Carter, Ombudsperson will provide a presentation entitled 'Open Meetings: Best Practices Guide for Local Government'. Maybe Council will listen and finally quit hiding the city's business behind closed doors!

CITY'S ASSET MANAGEMENT PLAN: Mr. Hickey, GM of Community Services will make a presentation regarding the revamped City Asset Management Plan. Back in 2010 Mr. Hickey pointed to a $12,000,000 funding shortfall regards water, sewer and roads.

DISPOSITION OF CITY HALL ANNEX: Council will be asked to approve giving the old annex to Tectonica, whom they will pay $39,999.00 to take the asset off of the city taxpayers hands. The building was made basically of no value when the city insisted on a new owner complying with seismic upgrades, not required by the Canadian Building Code.

STRATEGIC PLAN IMPLEMENTATION PROCESS: Council will be asked to receive a report explaining the progress on implementation of the strategic plan.

USER RATE INCREASES BYLAWS: Council will receive a report pertaining to the increase in user fees for sewer, water and garbage collection. These are the increased costs taxpayers will have to pay in addition to the tax increases budgeted for.

SEISMIC SCREENING OF CIVIC BUILDINGS: Council will receive a report on the seismic screening process, which should result in Nanaimo taxpayers paying for many more upgrades, that are not required by the Canadian Building Code.

$90,000 TOILET FOR THE KRALL SPACE: Staff is recommending installing a $90,000 toilet in Diana Krall Plaza to help relieve (pun intended) the problem of public urination downtown. Apparently to portable toilet placed by the Bastion Parkade has provided some relief, but the need for something in Krall Plaza is thought to be more likely to solve the problem. I doubt a whole lot of thought was given to this, as anyone needing a pee, when leaving an establishment on Victoria Cresent, is not likely going to walk cross-legged all the way to the Krall Space.
