$100,000 For 400 metres of flood control
Courtenay Mayor and CAO were present for the testing of a new flood control system intended to mitigate flooding risks to local area residents and businesses.
The system is a heavy bladder which can be filled rapidly with water to create a barrier against flood water more quickly and effectively than sandbagging.
The system in Courtenay is 400 metres long and 1 metre high and can be filled either from a lake or river or hydrants. The system comes with pumps for rapid deployment and the entire package has cost the city $100,000.

Isn't this just a variant of the over-topping barrier suggested by Councillor Kipp along with the dam back hardening proposed by GSI?
