  1. "The meeting will be reconvened at 7:00 pm for the balance of the agenda, presuming council chooses to go in-camera." What does this mean?! Does a citizen wanting to participate come at 5 or at 7? If he/she comes at 7 and council does not vote to go in camera, the citizen would miss the bulk of the meeting. If he/she comes at 5, then it might be necessary to wait for two hours. What kind of process is this?!

  2. When council meets in an open council meeting, they must vote to go in-camera before proceeding. There has only been one occassion in my memory where a council chose not to go in-camera. In that case the meeting intended to go in-camera was conducted in the open. That is a very rare occurrence. In this case, the meeting agenda scheduled to start at 7:00 pm will begin then in any case. I hope that clears it up.
