Seeks Private Company To Collect Money?

Following one of those 'studies' city hall is famous for which said the city could, perhaps, might just be able to reduce costs by not contracting out the parking services downtown, the city has decided to bring parking 'into' city hall.
Of course that immediately meant adding one or two more managers of something or other and a few assistants for those managers to 'manage' this new in-house branch of government.
So,one of the first things the city does is issue an RFP to contract out the actual collection of the money from the meters!
Only in Nanaimo you say?? You just can't make this stuff up!
