The corner of Rutherford and Wills Road is the scene of a multi-storey building project with the cement stairwells and elevator shafts occupying the scene.

A fairly large crane dominates the sky above the site and a small fleet of working folks trucks line the sidewalk adjacent the work site.

When complete the 4 storey project will provide 77 sleeping units owned by a company called Nanaimo Memory Care Inc. which is a company out of Brentwood Bay.

Local building contractor Windley Construction is the general contractor of the project.

Local citizen Mr. Patrick Squire drew city council's attention to a most disturbing practice that has been going on at Nanaimo Cemetery for decades.

In his heartfelt presentation to council, Mr. Squire said that on Mother's Day he had attended the cemetery and that a small planting he had between headstones had been removed leaving the bare earth. This, said Mr. Squire is just a symptom of a far larger problem which has been practised by the city and has gone completely unnoticed.

The above photographs show several grave markers that had been removed and simply cast off as garbage hidden in a pile of overgrown blackberry bushes. In addition to the markers shown above, Mr. Squire claims there are literally tons of cast off markers and edging stones in the city lots adjacent to the cemetery.

This presentation was the first city council was made aware of the problem and while all were disturbed by the practice they wished to hear from city staff as to what has led to this practice in past years. All councillors were in agreement that something had to be done immediately to rectify what is a very disturbing and damning practice that should never have been tolerated.

Mr. Squire rightly said that those who have gone before and their memorials should not be treated like garbage and that something respectful needs being done with the markers.

If the stones for whatever reason had to be removed, they should be stored properly someplace with the respect they are due.

Mr. Squire closed by saying that no one here is responsible for what has happened but we can all now be part of the solution.

Mr. Mema, relaying a comment from the city CAO said this was a matter that staff could, and would deal with immediately indicating that it would be done without the need for a council motion. However, council did pass a motion to see the matter was dealt with immediately.

Dirt Pile In Curling Club Parking Lot

There is a large fenced area of the Nanaimo Curling Club parking lot what has been the site of several very large piles of different material for many weeks now, if not longer.

I have never really seen any activity on the site, although given the light standards I wonder if the work isn't being done after dark.

I asked a member of council if they knew what the purpose of the site was and they said they thought it was connected with mixing soil for the utility work being done on Cliff Street. Will have to inquire of city staff what they story is, unless a blog reader can shed some light on it.

Today Indy and I enjoyed a walk with my good friend Ric Steed. A beautiful day it is!

First Indy and I saw some real nice looking walnuts growing on 5th Street near Ric's place; then I shot a view of Mt. Benson from Ric's doorstep. Nice view!

Downtown I shot a detail of the sculptural work at Diana Krall Plaza; A portrait of Ric through the 'Love is in the Air' sculpture at Maffeo Sutton Park; and a view of Mt Benson from beside the lagoon. We walked onto Cliff Street where I shot a funky little coffee place - Ric doesn't care for the 'tacky' look of the signage - but he is a consummate professional when it comes to sign-writing!

Found some weeds growing under the Bastion Street Bridge and lastly took a photo of the Meyers Norris Penny Building on Wallace Street - for those long time residents - this was the site of the old Legion Building, Nanaimo #1 Branch I think.

HIT AND RUN WITNESSES SOUGHT

Two pedestrians struck in crosswalk

The Nanaimo RCMP is seeking witnesses to a pedestrian hit and run accident that sent a male to hospital with significant injuries. The incident occurred when two pedestrians were struck while crossing at an marked crosswalk. The accident occurred at 10:45 pm on Wednesday April 27, at Terminal Ave at St George Street. 

Investigators determined a 35 year old male and a 25 year old female were walking westbound on Terminal Ave at the crosswalk, when a speeding northbound vehicle failed to yield for them and struck both.  While both were hit, only the male was injured and required hospitalization.


The suspect vehicle is described as a dark sedan or coupe. No license plate or description of the driver was obtained. The final Core Services Review was presented to city council and the public on Friday afternoon at a meeting at the SARC building (new annex) in the boardroom.

Joyce Tustain of WMC presented the public with some of the highlights of the report which cost nearly $300,000 and was many months in the making, For Nanaimo it has actually been many years in the making given the resistance the last two previous councils had to the process.

The report identified potential ongoing savings of $1.7 million annually which have a compounding saving of nearly $15 million over a ten year period. They also found one time savings of $2.75 million.

They found the city is basically in sound financial condition providing quality services but did warn the city can not afford to maintain current service levels as we continue to grow. The intelligent use of debt is one opportunity the city may be able to put to good use.

There is no corporate structure to control standards which presents opportunity for improvement going forward as does the need to articulate priorities for council and administration in the form of strategic planning.

Preparing for staff replacements is another area needing attention as currently there are 150 employees who can retire in the next 5 years and 100 in a position to retire now.

The NEDC was considered an asset going forward but it should be required to provide a 5 year strategic plan with benchmarks and means of measuring performance. Funding to the DNBIA should not be in the form of matching funds but rather on a project by project basis.

The VICC was decided the best and highest use of that building with several recommendations for improvement performance measurements going forward. Attracting a hotel is a recommended enhancement for this facility.

SPECIAL INTEREST GROUPS - Warning shots already fired!
Over $600,000 in savings identified and already opposed!

There are three very distinct and politically powerful groups in Nanaimo all vying for their piece of YOUR tax dollars.

They are business, unions and arts and culture groups. All of which are well funded, organized and politically savvy. Over the months to come it will be interesting to see if any equally organized group steps into the fray in the interests of the general taxpayer in Nanaimo.

That is supposed to be the job of council, but when you consider where some major funding comes from for election campaigns and groups able to deliver blocks of votes, in my opinion the game is more than slightly skewed with the average taxpayer getting the short end of that stick.

Some photos from a short walk around Harewood this morning. Earlier I had to pick up Dyan at YCD (Nanaimo Airport) and should have taken my camera - there were some neat things to photograph out there! There is a particularly nice Native Carving in the Arrivals area - very minimalist, modern - and cleanly carved! But there are plants and birds and metal things out there too.


Back to the walk in Harewood: First we walked past the Old Co-op building on Bruce Avenue, where they have been demolishing a warehouse and punching an access through to 8th Street. In preparation for construction of the new Harewood Quality Foods. I got three shots there including an‪#‎abandonedchair‬ - or at least it has been abandoned by workers over the weekend. At University Village (Harewood Plaza) I shot a pic of a lovely little Dogwood tree growing against the back wall of the 7-11 store.


In an alley off Bruce I took a shot of a money plant(?) against a galvanized wall; and then in the lane between Winchester Ave. and Stirling Ave. I got a photo of a nicely textured plywood garage (just off Dundas) and funky little garden shed (and playhouse?) closer to 6th Street.

I found a couple surprises on my walk today! Apples growing right in the downtown core beside the between the Bastion Street Bridge and the Parkade, as well as wild blackberries (or raspberries?) growing beside the sidewalk on Albert Street. I also photographed a couple boats in the harbour; the Pacifica Tower; a new native-art carving at Maffeo Sutton Park, and some lovely grasses and California Poppies (again on Albert Street).

25 year old Justin Kory EVANS reported missing in late April by family members has been located safe and sound.
 

His family would like to thank everyone for their concern and assistance in locating him. To respect his privacy, no further information will be released.


The Nanaimo RCMP is asking for the public's assistance in locating 25 year old Justin Kory EVANS who has had no contact with his family since late April. 

EVANS had been residing at the Jingle Pot campground and had previously volunteered with the Errington Fire Department. There has been no activity on his Facebook account and his cell phone is not accepting messages. As a result of this and some personal issues, his family and friends are concerned for his well-being.

Justin EVANS is a white male who stands 5 ft. 11 and weighs 165 pounds. He has hazel eyes, brown hair and the picture provided is recent.  EVANS is associated to a blue, 1995, Geo Metro, BC plate # BR548L which he may be sleeping in.

Westwood Lake Park - Closures May 30 - Jun. 3

Starting May 30, the lake trail in Westwood Lake Park will be closed intermittently during working hours while BC Hydro crews perform brush clearing work. Crews will be working between the hours of 6:00 am to 4:00 pm, Monday through Friday. Those wishing to use the area are permitted to do so outside of the mentioned working hours.

The project is expected to be completed by Friday, June 3. During the working hours from 6:00 am - 4:00 pm sections of the trail will be closed with signs posted notifying park users.

Nanaimo Doctors Call System 'Unstable & Unsafe'

The Times Colonist reports physicians at NRGH as saying the new paperless health record system is unsafe and should be shut down.

Nine weeks after the system started up, physicians in extensive care and emergency reverted to 'pen and paper' out of concerns for patient safety.

Doctors fearing reprisal spoke with the Times Colonist under condition of anonymity but say the system is unstable and unsafe and that what you type into one end of the system is not what comes out the other.

Harmac Fined $135,000 - Effluent Spill Into Channel

NANAIMO, BC, May 25, 2016 /CNW Telbec/ - Nanaimo Forest Products Ltd., under the trade name Harmac Pacific, was sentenced to pay a penalty of $135,000, of which $130,000 will be directed to the Environmental Damages Fund (EDF). Harmac Pacific pleaded guilty in B.C. provincial court on May 17, 2016, to one offence for contravening subsection 36(3) of the Fisheries Act.

Harmac Pacific experienced a power outage on June 26, 2013, resulting in an estimated 3,700, 000 litres of untreated effluent being spilled into Northumberland Channel for approximately 90 minutes. The power outage impacted the outfall pumphouse located on the foreshore of Northumberland Channel, which connects to the Strait of Georgia and the Pacific Ocean.

The EDF is administered by Environment and Climate Change Canada. Created in 1995, it provides a way to direct funds received as a result of fines, court orders and voluntary payments to projects that will benefit our natural environment.

As a result of the conviction, Nanaimo Forest Products Ltd. (Harmac Pacific) will be added to the Environmental Offenders Registry. The registry was created in 2009 and contains the names of corporations convicted of offences under certain federal environmental laws.

Tug Sinks In Northumberland Channel - Nanaimo

In good weather and for no apparent reason a collision between two tug boats has sent one to the bottom of Northumerland Channel.

No one was injured in the incident which saw crew plucked from the water by the other tug. This CBC article reports the Nanaimo Port Authority is helping monitor environmental impact as the tug had about 800 litres of fuel onboard when it went down.

The Albern (sunk) and CT Titan are owned by the same company and were enroute to home base for a crew change when the incident occurred. The larger vessel C.T. Titan apparently overtook the smaller vessel causing the incident.

Here are photos from today - a BUNCH of them - and one shot from yesterday to start with. I was still suffering from a headache yesterday so I didn't shoot much - got a shot of the 'Book Nook' on Short Avenue though.

Today we crossed the Cat stream and turned right on Railway Avenue and shot some Roses and a purple-flowered hedge. On 7th we turned towards town after I shot a favourite shed. I also took a picture of the E&N Rail line at 7th and View Street. On Victoria Road I got a picture of a nice red rose.

On Strickland Street I shot a set of leaves on a tree. There were some Canada Geese in the Boat Basin - I took their picture - then Indy and I stopped for coffee before heading to Maffeo Sutton Park.
There I shot a partially painted bench leg; the new piece of artwork on the bridge over Swy-a-lana Lagoon; the Newcastle Island ferry; and two more pieces of art - 'Cerebrum Digitalis', and 'The Hug'. As we walked back along the waterfront I stopped to chat with Rodney Davis - a local musician - I like the Maraca taped to his boot!

We walked up through the Old City Quarter on our way home - on Selby Street I shot a pic of a gritty old wall with fennel growing beside it; and a chair that I'm not sure qualifies as an ‪#‎abandonedchair‬ - it is still pretty close to the building!

We found ourselves up on Kennedy Street where I got a shot of a nice Salmon-coloured rose and some Lavender flowers.

Back on Railway Avenue and almost home - I finally shot a picture of this house that amuses me - the roof just keeps getting piled with more and more stuff - in an attempt to stop leaks I'm thinking! Unfortunately this angle doesn't show the full extent of the rubbish on this house.

NOTE: My shot of the Railway tracks is out of order and Face Book just won't let me move it into it's correct position. Darn.

1. Nanaimo file # 2016-14375 On Saturday May 7, at approximately 2:30 pm, in the vicinity of the outdoor checker board near Harbor Air, pm and older male exposed his genitals to two girls, age 4 and 6. The suspect male is white, older with red hair and was described by the girls as looking like a "Grandpa"

2. Nanaimo file # 2016-15163 On Saturday May 14, a white Oryx Mountain bike was stolen from 1831 White Blossom Way

3. Nanaimo file # 2016-15240 On Sunday May 15, a theft was reported from a boat moored at 400 Newcastle Ave  Items stolen include: 3 fishing reels, 4 fishing rods, radar and GPS units, two small tackle boxes and safety gear.

4 Nanaimo file # 2016-15366 Sometime overnight on Monday May 16, a black Velec electric bike was stolen from a locked carport at 770 Poplar St

5. Nanaimo file # 2016-15382 On Monday May 16, a break and enter was reported to an electrical room at 6066 Molecy Lane. A male suspect was seen as he left with copper wire. The suspect is described as white, late 20's or early 30's with a stubbly beard and shaggy brown hair. He wore a black jacket with white lettering on the back, blue jeans and black runners with white stripes

6. Nanaimo file # 2016-15563 On Monday May 16, a 15 hp Nissan outboard motor was stolen from a boat stored at 107 Milton St.

7. Nanaimo file # 2016-15918 On Friday May 20, a vehicle parked outside 1540 Discovery Ave was broken into. Taken was a black zip up suitcase which contained 2 wooden masks purchased in Thailand.

8. Nanaimo file # 2016-15995 On Saturday May 21, a break in was reported to a garage at 711 Arbutus Crescent.  At 3 am an alarm was triggered to the side door of the garage and a side door was opened. A small black sweater was found on the hood of a car and appears to have been left behind by the suspect.

9. Nanaimo file # 2016-16484 Sometime overnight on Saturday May 21, two vehicles (a grey Audi and a F150 pickup) parked on Menzies Ridge road were broken into. Taken were 2 Apple I-pods.

10. Nanaimo file # 2016-16164 On Sunday May 22, at 5:25 pm a robbery occurred at the Chevron gas bar, located at the intersection of Norwell Rd and Highway 19a. The suspect male entered the business with his hand in his pocket but did not produce a weapon. He demanded cash from the till and when it was handed over, he left on foot running southbound along Corona Ave. The male suspect is white, mid 20's. 5 ft. 7 to 5 ft. 8, medium build. He was wearing a dark hoodie with an "Underarmour" logo on the front, grey pants and black shoes.

11. Nanaimo file # 2016-16231 Sometime overnight on Monday May 23, a theft was reported from a boat at 1956 Zorkin Road. Taken were 2 downriggers and a number of fishing rods.

Core Services Review - Draft Review May 27/16

Draft copies of the City of Nanaimo's Core Services Review Final Report will be made available during two upcoming presentations.  On Friday, May 27 at 1pm, members of the public and media are invited to attend a meeting in the Boardroom of the Service and Resource Centre where the core review consulting team, WMC, will provide Council with a summary overview of the draft final report. 


 A second presentation will take place during the upcoming Monday night Committee of the Whole meeting when the final version of the report will appear before Council as a late item on the agenda.

 Members of the community or media who are interested in the Core Services Review are invited to attend either the scheduled meeting on May 27 or the upcoming Committee of the Whole meeting on May 30th.



 A draft copy of the Core Services Review final report will be available to read on the City website Friday afternoon.

The vessel Berge Snowdon has been in Nanaimo since May 17 and is scheduled to depart on May 25 with another load of logs headed for Asia.

How $2.99 = $5.55 At The Check Out


Does the RECYLE FEE actually pay for recycling
or just pay the sorting and hauling fee to the dump?

Until May 26 Save on foods was selling 32 - 500ml bottles of spring water for the low, low price of only $2.99. Given that some bottled water ends up costing more per litre than gasoline, this is a genuinely good price, especially going into the summer months.

I do not buy bottled water to drink at home. Our tap water is second to none for high quality, even before the new water treatment plant. Being summer however we will likely be doing some travelling and bottled water is handy. After all, not all places have such pristine water as Nanaimo is famous for.

I knew there would be a $1.60 deposit on the bottles, which of course is returned when you bring the empty bottle back. However I was not aware of the recycle 'fee' of $.96 which brings the grand total for the 32 bottles of water to $5.55.

I thought the recycle fee pretty much assured that someone would find the empty of enough value to return it, putting it into the recycling stream. But what exactly does the recycle 'fee' go to cover?? 

Can anyone tell me what really happens to those plastic drink bottles when they go into the recycling stream. Are they actually recycled or just shipped off to some landfill.  The 'fee' is really just a transportation fee to haul it to a dump someplace, making us feel all warm and fuzzy because it is being RECYLCED.

BC Ferries Adds Nanaimo Sailings - June 2016

BC Ferries is adding extra sailing to their busiest route starting in June.  Eleven additional trips have been added to the schedule on the Horseshoe Bay – Departure Bay route on Thursdays and Fridays during the month of June.
