Former Nanaimo City Employee Subject Of Investigation


This Campbell River Mirror article of July 16/15 reports that former Campbell River CAO was investigated over allegations of conflict of interest in November of last year.

The investigation was conducted by lawyer Richard Grounds and while no action was taken publicly in January the city announced that Laidlaw was retiring. The Mayor of Campbell River says he is bound by confidentiality agreements as the issue was dealt with 'in-camera'.



This article in FOCUS online (a Victoria based magazine) has a well researched and detailed report on the investigation into Mr. Laidlaw and some interesting references to names very familiar in Nanaimo such as Jerry Berry Consultants. Laidlaw is now temporary CAO in Saanich where he delivered a report on the 'spyware' issue involving the new Mayor of Saanich.

It turns out that the installation of the spyware was approved by Laura Ciarniello who in fact had worked with Laidlaw in Campbell River. This led to the perception of a cover-up which Laidlaw acknowledged in his report. It turns out that Ciarniello was responsible for putting Laidlaw's name on the shortlist to fill the vacant CAO spot in Saanich,

This article makes a very interesting read and with a little imagination could be the basis for a novel of intrigue in civic governance at the highest levels.
